Maryland: Listing of Free Government Phone Providers
Maryland residents who meet the eligibility criteria can apply for free government cell phones made possible by the Lifeline program. The lifeline program not only offers free phones with service, they also offer discounts on landline phone service. If eligible, Maryland residents can choose one of the two forms of assistance.

The rationale is probably because more and more people are opting to use cellular service instead of landlines. Unfortunately, those who prefer landlines will either be forced to get a free cell phone or foot the entire monthly landline cost themselves.
