Low-income Illinois residents can sign up for discounted phone service through Illinois Telephone Corporation. The discounted price includes unlimited local calls and 500 minutes of combined local-toll and long distance calls per month. The plan also includes Call Waiting and Caller ID.
To qualify for one of Illinois Telephone Corporation’s discounted plans, you must be a recipient of at least one of the government assistance programs listed below:
- Food Stamps
- Supplemental Security Income
- Low Income Home Energy Assistance Program
- National School Free Lunch Program
- Federal Public Housing Assistance (Section 8)
You may also qualify if your income is at or below 135% of the Federal Poverty Guidelines.

As a participant in the Federal Lifeline Program, Illinois Telephone Corporation offers phone service for as low as $28.99 a month (plus tax). Their service plans are as follows:
Applying for Service
To apply, download and complete the Lifeline/Link-Up application and return it along with the appropriate payment. The telephone charges are paid a month in advance. It takes 7 days to activate service once the application is received. If you’re anxious to receive your new phone number, you can call (1-800-480-4198) 3 business days after mailing your form to obtain your number.
Be sure to read the fine print on the application. Although this is a discounted phone service, Illinois Telephone Corporation will automatically disconnect your service if your bill payment is 14 days late. They do offer the option of paying your bill online.
Things to Know:
- This is not a wireless phone plan. This is a wired landline phone service.
- If you switch from another phone company to Illinois Telephone Corporation, you can keep your old phone number.
