NY Discounted Phone Rates

In addition to taking advantage of the free cell phone service provided by SafeLink Wireless and Assurance Wireless, New York residents who qualify can take advantage of discounted landline phone rates as a result of the Lifeline program.

Through Xchange Telecom, low-income New York residents can reduce their monthly phone bill and offset their phone installation charges. Xchange offers two different programs; a Metro plan and an Upstate plan.

Xchange Telecom Metro Plan:

There are five different Metro plans that range in price from $1 per month to $28.60 per month. The prices vary depending on the monthly call allotment and whether or not you choose the feature pack.  The feature pack includes: caller ID, call waiting, three-way calling and anonymous call reject.

The Metro Plan options are as follows:

Xchange Telecom Upstate Plan

Xchange Telecom upstate plan ranges from $1 per month to $33.60 per month. Folks who live in upstate New York get the same service but pay just a little more. As with the Metro plan there are five options to choose from with and without the feature pack as follows:

Additional Telephone Features

If you opt for a plan that does not include the feature pack, you can add individual features for a monthly fee of $2.95 per feature.  You can choose from the following add on features:

  • Anonymous call reject
  • Call forwarding optionsXchange Telecom
  • Voicemail
  • Speed dial 8
  • *69 call return
  • *66 repeat dial
  • Non-published number
  • Call forward (no answer/busy or variable)

In addition to the above features, Xchange Telecom offers single premium features. These features cost $4.95 per month and they include

  • Voicemail
  • Speed Dial 30
  • Gold number service
  • Additional listing.

If you don’t wish to piece single features together, there is a premium feature package for $5.95 per month which includes

  • Voicemail
  • Call forwarding
  • *66 call return and
  • *66 repeat dial.

They also offer an inside wiring maintenance program for $2.49 a month and Canadian calls for $4.95 per month.  The unlimited Canadian calls only apply to Plan E.

Qualifying for LifeLine Service by Xchange Telecom

As mentioned earlier lifeline exchange is a service offered to low income individuals. Therefore, to qualify you must be enrolled in one of the following government assistance plans:

  • Food stamps
  • Medicaid
  • Family Assistance
  • Safety Net Assistance
  • Supplemental Security Income
  • Veterans Surviving Spouse Pension
  • Veteran Disability Pension
  • Home Energy Assistance Plan

Or

Your income for the household must be at or below 135% of the federal poverty level.

Xcharge Telecom Phone Application

If you qualify and are eligible for the LifeLine Xchange phone service, download and complete the appropriate application (Metro or Upstate ) and mail or fax it back to the address or number indicated in the application. Make sure to attach proof of eligibility.

Why Settle for Discounted Phones when Assurance and Safelink are Free?

This program comes in handy for individuals who are in a nursing home or rehab facility and are unable to take advantage of Safelink or Assurance programs.  Once the recipient is released from the facility, at that time they become eligible for Safelink or Assurance and may exercise their option for free government phones.  Keep in mind, however that you may only enroll in one LifeLine program at a time. Therefore, you will have to cancel one to enroll in the other.
